On June 2nd, the reporter learned from the Housing and Urban Rural Development Department of the Autonomous Region that the "Five Year Action Plan for Deepening the Promotion of New Urbanization in the Autonomous Region (2023-2027)" has been formulated to comprehensively promote the new urbanization work in the region for the next five years.

The Action Plan proposes action goals for 2025 and 2027 in stages, setting up 32 indicator systems in four categories: urbanization of agricultural transfer population, public service facilities, infrastructure, and living environment. Implement actions to optimize urban spatial pattern, scientifically plan urban scale, population density, spatial structure, and functional positioning, promote the implementation of the "strong capital" strategy, accelerate the agglomeration and development of cities along the Yellow River, enhance the radiation and driving capacity of Guyuan sub central city, scientifically promote county urbanization construction, promote the staggered and complementary development of small towns, and build a "one main, one belt, one sub" urban spatial pattern. Implement urban quality improvement actions, focusing on improving the quality of urban planning and design, functional quality, architectural quality, environmental quality, cultural quality, and resilience quality, to create a modern city with higher appearance, better functions, and a future oriented approach. Implement the action of modernizing urban governance, consolidate the foundation of social governance, promote refined urban management, improve the level of intelligent management, and promote the modernization of urban governance system and governance capabilities. We will implement the citizenization of agricultural migrants, improve the policy of linking people with land and money, deepen the reform of the registered residence system, speed up the equalization of basic public services for permanent residents, improve the ability of agricultural migrants to integrate into the city, and make farmers willing to enter, able to enter, able to stay, and able to live well. The Action Plan clearly states that by the end of 2025, the permanent population of the entire district will reach around 7.4 million, the urbanization rate of the permanent population will reach 69%, and the urbanization rate of the permanent population in the county seat will reach 55%. The urbanization quality of agricultural transfer population has significantly improved, and basic public services in urban areas cover all non settled permanent residents. The urban spatial pattern of "one main area, one belt, and one sub area" has basically formed, and significant progress has been made in urbanization construction with county towns as important carriers. The distinctive features of the city have become more prominent, and solid steps have been taken in the construction of livable, resilient, and smart cities. The level of infrastructure and public services in urban and rural areas has significantly improved, and the per capita disposable income gap between urban and rural residents has significantly narrowed. By the end of 2027, the permanent population of the entire district will reach around 7.5 million, with an urbanization rate of 70% for the permanent population and 57% for the county seat permanent population. The urban spatial pattern of "One Main, One Belt, One Deputy" is becoming more mature, and the level of urban planning and construction governance has significantly improved. The connection between new urbanization and regional coordinated development, as well as comprehensive rural revitalization, is more fully integrated. The per capita disposable income gap between urban and rural residents is further narrowing, achieving higher quality agricultural transfer population urbanization, and new urbanization is at the forefront of the nine provinces and regions along the Yellow River.
