On July 14th, a traffic accident occurred on the West Second Ring Road in Wangdu County, Baoding City, where an electric bicycle collided with a small car. The accident resulted in an 11 year old boy driving an electric bicycle being injured and hospitalized, and the two cars were damaged to varying degrees.

After receiving the alarm, the traffic police of the Wangdu Brigade of Baoding Public Security Traffic Police quickly rushed to the scene for disposal. Through on-site investigation and viewing surveillance footage, the public security traffic police have restored the accident process: at 13:09 pm, an 11 year old Wang was driving an electric bicycle from north to south along the West Second Ring Road in Wangdu County. Due to his small size and weak strength, Wang was unable to fully control the direction of the electric bicycle and rode a crooked "S" shaped trajectory, colliding with a small car running normally from south to north in the opposite lane, The electric bicycle driven by Wang was hit several meters away on the spot, and the riding boy Wang took off and crashed into the front hood of a small car, then rolled to the ground. The scene was very thrilling!

Due to the boy Wang driving an electric bicycle without wearing a safety helmet, the huge impact force caused him to take off and land, resulting in varying degrees of injuries to his head, face, limbs, and other parts. After the accident, car driver Li made an emergency call to 120 to send the boy to the hospital. At present, the boy Wang is in stable condition after treatment.

After inquiring with the child's parents, it was found that the boy had just turned 11 years old. On that day, without the parents' knowledge, he secretly rode an electric bike to play with his companions, but unexpectedly, it caused an accident. According to Article 38 of the Road Traffic Safety Law, car driver Li failed to pass on a road without traffic signals while ensuring safety and smoothness. According to the police, the boy Wang and the car driver Li are equally responsible for the accident.

2. Drivers of electric bicycles and disabled motorized wheelchairs must be at least 16 years old;

3. Do not drive under the influence of alcohol;

4. Before making a turn, slow down and reach out for a signal. Do not suddenly make a sharp turn, and do not obstruct the passing vehicle when overtaking it;

5. Do not tow, climb or be pulled by other vehicles, and do not leave the handle or hold objects in your hands;

6. Do not support oneself in parallel, chase each other, or race in twists and turns;

7. Do not ride unicycles or bicycles with more than two people on the road;

8. Individuals with non lower limb disabilities are not allowed to drive disabled motorized wheelchairs;

10. It is not allowed to learn to drive non motor vehicles on the road.
