The Regulations stipulate that the specific methods for delineating vendors' business premises shall be formulated by the district people's government in conjunction with the municipal urban management and comprehensive law enforcement departments. If a stall is set up outside the designated location and refuses to make corrections, the city management and comprehensive law enforcement departments of the city or district shall impose a fine of 1000 yuan per square meter based on the occupied area; If the circumstances are serious, the items sold and the tools used for illegal activities shall be confiscated.

The development and reform departments of the city and district should promote the centralized approval of government investment projects that occupy the same spatial location to excavate urban roads. Under the premise of ensuring the necessary traffic conditions during the construction period, the transportation department of Shenzhen City should uniformly arrange engineering projects on the same construction section to enter the site for construction within the same time period. Without the approval of the municipal transportation department and the traffic management department of the public security organ, urban roads shall not be excavated.
