According to the news of Xinjiang Daily on October 4, the Urumqi epidemic prevention and control headquarters released the Announcement on Measures to Strictly Prevent Epidemic Risk Spillover in Urumqi. The contents are as follows: In order to further do a good job in the prevention and control of epidemic spillover, resolutely prevent the spread of epidemic risk spillover, in accordance with the joint prevention and control mechanism of the State Council and the requirements of Xinjiang Coronary Pneumonia epidemic spillover prevention and control in the autonomous region, further strengthen the management of personnel leaving Ukraine, and minimize the risk of epidemic spillover, we hereby announce the following measures for strict prevention of epidemic risk spillover in our city:
I Conditions for Leaving Urumqi
People from districts and counties in Urumqi will not leave Urumqi temporarily.
The district (county) epidemic prevention and control headquarters shall organize experts to evaluate the personnel who go out for medical treatment and other special situations, and the municipal epidemic prevention and control headquarters shall report to the autonomous region headquarters for record after approval. For personnel who need to enter Beijing under special circumstances, the epidemic prevention and control headquarters of the autonomous region shall communicate and coordinate with the joint prevention and control mechanism of the capital for strict management of entering Beijing.
II. Measures to prevent spillovers
(I) Strengthen the management of review and information notification of departure from Uzbekistan. The epidemic prevention and control headquarters of each district (county) shall, according to the negative nucleic acid test results within three days and the green code of Xinjiang government health code, make a good assessment, research and judgment, and timely issue certificates and health tips and risk notifications according to the approval of the municipal epidemic prevention and control headquarters. The municipal epidemic prevention and control headquarters shall report the personnel information to the places where the personnel leave Ukraine go through and where the destination is located 24 hours in advance on the cross provincial cooperative inspection task coordination system of the national epidemic prevention and control management platform.
(II) Do a good job in the service management of personnel leaving Uzbekistan. The epidemic prevention and control headquarters of each district (county) shall designate special nucleic acid sampling teams and testing institutions to conduct nucleic acid testing for qualified personnel leaving Ukraine, so as to ensure the accuracy of nucleic acid testing results. Upon approval, special trains and chartered flights can be used to transport the returned students from Ukraine. Returned students from Ukraine and those who meet the conditions for leaving Ukraine need to conduct centralized health monitoring for 5 days before leaving Ukraine, and nucleic acid testing is carried out once a day. There is no abnormality during the health monitoring, and the point to point closed loop transportation is conducted to the station to leave Ukraine. At the transportation stations and highway checkpoints away from Uzbekistan, medical personnel will conduct another single tube nucleic acid test and antigen test for those who meet the conditions for leaving Uzbekistan, and leave Ukraine based on the negative results.
(III) Strictly prevent the risk of railway spillover. In view of the current epidemic situation and spillover risk, passenger trains leaving Xinjiang will be suspended, and will be adjusted dynamically as the case may be. For qualified outbound special trains, a single person single tube nucleic acid test shall be carried out for personnel leaving Ukraine before departure, and the test shall be completed before the train arrives at Hami Station. If the test result is not found, you must wait for the nucleic acid test result to be negative before continuing.
(IV) Strictly prevent the risk of highway overflow. Continue to suspend interprovincial passenger transport routes and interprovincial charter business throughout Xinjiang. Before entering Xinjiang, the truck drivers and passengers provided nucleic acid negative certificates twice in 48 hours, and received single person single tube testing at the gateway, waiting for the nucleic acid testing results in the buffer zone, and passing by the negative results. After entering Xinjiang, the closed-loop management of drivers and passengers of trucks entering and leaving Uzbekistan shall be strictly enforced. We will strengthen the inspection and control of public security checkpoints at all levels, strictly check the travel path of self driving vehicles and the nucleic acid certificate, urge all self driving personnel in our city and other epidemic affected areas to return, and strictly control the road leaving the public security checkpoints in Uzbekistan. The special inspection channel for freight car drivers and passengers shall be set reasonably to avoid congestion.
(V) Strictly prevent the risk of civil aviation spillover. The load factor of flights outside Xinjiang shall be controlled within 75%. The airlines and airports shall do a good job of nucleic acid detection, antigen detection, temperature detection, health code inspection and location requirements notification for passengers according to the local epidemic prevention and control requirements. Strengthen publicity and timely remind passengers to make preparations for leaving Uzbekistan in advance.
(VI) Implement the initiative report of personnel leaving Uzbekistan. The personnel leaving Ukraine consciously fulfilled their personal responsibility and obligation of prevention and control, reported to the destination in a timely manner and actively cooperated with the local epidemic prevention department to do a good job of epidemic risk screening.
